Distance of Phnom Penh Airport from Center of City
The Phnom Penh International Airport is about eleven kilometers (more or less 7 miles) from the commercial section of the city where most of the hotels, guesthouses, restaurants and shopping malls can be found.
Travel time from the airport to the city proper make take from 15 to 30 minutes, depending on traffic density.
Google satellite image of the city of Phnom Penh, below, shows location of the airport at the left portion of the map. The blue line traces one of the main routes (via the Russian Boulevard) from the airport to the city's landmark, the Independence Monument.
The Independence Monument is near the place called the "Riverfront", where most of the hotels, guesthouses, restaurants and shops are located. The "Riverfront" area (official name is: Sisowath Quay) is where most tourists converge.

Distance of Siem Reap Airport from City Proper
The Siem Reap International Airport is about 7 to 8 kilometers (more or less 5 miles) from the center of the city of Siem Reap.
Travel time from the airport to your hotel that is located near the center of the city may take only about 15 minutes, since the road that you will take from the airport is just a straight stretch of highway (Highway No. 6) that passes thru the city. If your hotel is at the outer parts of the city, travel time may take about 30 minutes if your transportation will need to wind thru narrow side-streets that are sometimes traffic-clogged.

The blue line traces the route from the airport to Street 8, better know to tourists as "Pub Street".
Pub Street is more or less in the center of the city of Siem Reap. Around it are hotels, guesthouses, restaurants and shops. It is where most tourists converge.

Types of Public Transport From The Airport
The motorcycle-drawn carriage called "tuk-tuk" is the traditional form of public transport that wait for passengers in the airports of Cambodia, for a long time, actually since anyone can remember. They are still there, particularly at the International Airport of Siem Reap, but taxi cabs have also began to flourish these past two years (2015 and 2016). In the International Airport of Phnom Penh the taxi cabs have actually started to outnumber the tuk-tuks in the parking lot at the Arrival area since 2014.
In the city of Phnom Penh there are also now the "city buses". These are buses operated by the government. They have fixed routes that serve commuters between two specific points in several designated areas that cover the whole city. They pick up and offload passengers at designated bus-stops. You can actually catch a city bus outside the Phnom Penh International Airport that has a route that you can take to get off at the Phnom Penh city proper.
Sometimes, you can be offered a ride in a motorcycle locally referred to as "moto". The moto is actually the standard, and most dominant, form of public transport in Cambodia. You ride behind the driver who is called the "motodup". If it is your first time in Cambodia, and yet unfamiliar with the local driving behavior and practices, we strongly give the advice to avoid this form of transportation. Over 4,000 motorcycle riders are killed in road accidents in Cambodia each year.
Fare From The Airport To The City Proper
The standard fare for tuk-tuk, from the airport to any point within the city of Phnom Penh, is US$5.00. In Siem Reap, the standard tuk-tuk fare is US$4.00.
There are two types of taxi-cab service that you would be offered at the airport. This is particularly true in the airport of Phnom Penh. One is the "metered taxi" service, which means you will pay the amount of fare that shows in the digital meter, and the other is "non-metered" which means you simply haggle the fare with the driver. The usual taxi fare is between US$7.00 to US$10.00. We highly recommend the metered taxi service to avoid unnecessary hassle.
The government subsidizes the operation of the city buses so that the bus fare is very cheap. One way ride is only about US$0.37 cents.
The fare for a moto ride depends on the distance traveled which can always become a subject of haggling. It is usually not less than 2,000 Riel (US$0.50) for the shortest distance covered. The airport is about 11 kilometers from the city proper, so you will most likely be charged, more or less, US$5.00.
